Economists polled by Reuters expect Gordhan on Wednesday to target a deficit of 5.4 percent of GDP for the 2012/13 fiscal year from an estimated 5.3 percent in 2011/12 as the government ramps up spending on infrastructure and social services.

But government bonds have held up well despite the likelihood of increased issuance, partly supported by foreigners attracted by higher South African yields that are much higher than the near-zero rates in the United States and Europe.

The yield on the benchmark three-year bond was one basis point lower at 6.59 percent in early Tuesday trade while that on the 14-year issue dipped 1.5 basis points to 8.215 percent.

The Treasury was due to sell a total of 2.1 billion rand worth of the 2018, 2021 and 2041 bonds at a weekly auction closing at 0900 GMT.

"This year, non-residents have been particularly fond of R208 scrip, with 7.4 billion rand worth of net purchases, which has contributed to the proportionately greater compression of yields at the belly of the yield curve," Absa Capital said in a note.

"We doubt this week will be any different in an environment where risk is being added to portfolios and South African scrip is still offering a relatively attractive pickup."

As of 0639 GMT, the rand traded 0.16 percent firmer at 7.66 to the dollar after ending Monday's session at 7.6725.

Traders took cues from a stronger euro after finance ministers in that region clinched a second bailout deal for Greece.

"The bias remains in favour of rand bulls this morning and if they can breach 7.66 to the downside (firmer) then a move back down to 7.60 remains possible," Absa Capital said.

Feb 21 - Fitch Ratings has assigned DBS Bank Ltd.'s (DBS) SGD1bn 3.3% subordinated notes due

2022 (issued under the bank's USD15bn global medium term note programme) a final rating of 'A+'.

This follows the completion of the subordinated notes issue and the receipt of final documents

conforming to information previously received. The final rating is the same as the expected

rating assigned on 13 February 2012.

The notes are rated one notch below DBS's 'aa-' Viability Rating to reflect its

subordinated status and the absence of any going-concern loss-absorption

mechanism. This is in accordance with Fitch's criteria on rating bank regulatory

capital and similar securities.

The notes represent direct, subordinated and unsecured obligations of DBS, and

rank equally with the bank's other Lower Tier 2 capital instruments. The

holders' rights of the subordinated notes rank after the claims of DBS's senior

creditors, including depositors, but are senior to holders of the bank's

ordinary shares and Tier 1 capital securities.

While qualifying as regulatory capital, the notes do not contain any

going-concern loss absorption features (such as coupon deferral under specified

conditions), which would otherwise have resulted in wider notching for the issue

rating.

The notes qualify as Lower Tier 2 capital as per the Monetary Authority of

Singapore's guidelines. The proceeds will be used for DBS's general corporate

purposes as well as to partly refinance Lower Tier 2 securities that are

callable this year.

DBS is 28%-owned by the Singapore government, via Temasek Holdings, and is the

largest of the three Singapore banking groups by assets.

Sands Expo and Convention Centre.

The annual semiconductor industry event will feature 10 business and

technology forums, suppliers search programmes and display of the latest

semiconductor applications and technology solutions for 3D IC and manufacturing

efficiency improvement.

"The SEMICON Singapore exhibition and programmes are set to provide a

platform to engage device makers and suppliers to source technology solutions

while allowing partners and buyers to find a better way for industry

collaboration and further advance the industry growth and profitability," said

SEMI Southeast Asia President Terry Tsao.

The "Southeast Asia Manufacturing Business Leader Summit" will be held

during the show to facilitate the discussion.

Speakers from the industry will be invited to deliver keynotes, including

Rodney Morgan, Executive Officer of IM Flash Singapore and Dr Dan Lachica,

President of First Philec Solar Corp (FPSC).

Meanwhile, a series of programmes such as fab efficiency forum, OEM

sourcing, suppliers search programme and entrepreneurship seminar will be held

There's one problem: Buckley, who will turn 20 this week on February 22, may be turned away from many of the parties because he is not old enough to drink. His fake ID was recently confiscated, and the two new ones he ordered from a company in China have not yet arrived.

Such are the dilemmas facing the ever-younger entrepreneurs that Silicon Valley investors are backing these days. While little data on the phenomenon exists, venture capitalists say they are funding more chief executives under age 21 than ever before.

"At a certain point, they can't get much younger or we're going to be invested in preschool," quipped Marc Andreessen, whose venture-capital firm Andreessen Horowitz is one of several that backs Buckley's company, MinoMonsters.

Andreessen and other venture capitalists say the entrepreneurs they fund at 18 or 19 typically have been prepping for years -- learning computer code, taking on ambitious freelance projects and educating themselves on the Internet.

Some are self-consciously molding themselves in the image of Facebook founder Mark Zuckerberg, 27, who created computer games as a child and was taking a graduate-level computer course by his early teens.

Internet businesses that target consumers make a sweet spot for the baby-faced, because online companies often require relatively little capital. A semiconductor start-up might require $10 million to $20 million in the early stages, noted Joe Kraus of Google Ventures, and that would be tough even for the most talented youngster.

"If I'm going to write that big a check, I'm going to invest in people who've done it before," he said. "But if you look at it as, 'Hey, I'm going to raise $500,000,' there's a lot of ways to raise that."

Kraus helped back Airy Labs, an educational social-gaming company run by 20-year-old Andrew Hsu that raised $1.5 million. Hsu is now learning the same hard lessons as many of his elders: the company recently laid off staff and is looking to rent out some of its office space in Palo Alto, California. Hsu said the company is taking a different direction and focusing on a line of new products in math, language arts and science.

Kraus said his biggest hiccups with young entrepreneurs are the business references they don't understand because they are too young to be aware of them.

Andreessen says more than one young entrepreneur has asked him: "What did Netscape do again?" Andreessen co-founded Netscape, which developed the first commercial Web browser and helped launch the Internet era, shortly after graduating from college in 1993.

"I was 9 years old" during the first Internet boom, says Brian Wong, 20, who runs reward-network Kiip. He has had his fill of stories about companies that tanked amid the dot-com bust of 2000. The first time he heard the name Webvan, a legendary dot-com failure, "I had to look it up," he recalled.

Wong has raised more than $4 million from Hummer Winblad Venture Partners and others.

He believes his age helps him and other youthful entrepreneurs. "You're expected to be limitless," he said. "Kind of destructive."

While the freewheeling ways of youth may be a positive for venture capitalists, they are less appreciated by landlords. Tim Chae, the 20-year-old chief executive and co-founder of social-media marketing company PostRocket, said his age and lack of credit created problems when he moved to San Francisco last year and needed an apartment. Finally, his father had to drive the 88 miles from Sacramento to co-sign a lease.

Chae, a Babson College dropout, now lives in nearby Mountain View and attends 500 Startups, a crash course for young companies run by a venture firm of the same name. He has raised a small amount of capital and hopes the upcoming Facebook IPO will help investors look more kindly on young entrepreneurs. "Thank God for Zuckerberg," he says.

Zuckerberg, who left Harvard after two years, is helping recast the notion of dropping out of college. Peter Thiel, an early investor in Facebook and a co-founder of PayPal, is encouraging others to try that path through two-year fellowships for students who take a break from school, move to San Francisco and pursue their entrepreneurial aspirations.

That's what 17-year-old Laura Deming did when she won a fellowship based on her goal of finding and funding anti-aging technologies and left the Massachusetts Institute of Technology. Because she is not yet 18, she finds herself faxing documents such as non-disclosure agreements to her dad back in Boston to co-sign.

Other young entrepreneurs have trouble negotiating the highways and byways of Silicon Valley quite literally. Sahil Lavingia, 19, recalls a day last summer when he had several meetings scheduled on Sand Hill Road -- home to many of the nation's leading venture-capital firms -- and no car to get there. The journey of just a few miles took hours by the time Lavingia rode a local train a couple of stops, caught a bus to Stanford University and then hopped a shuttle bus to the Stanford Linear Accelerator Center, which is on Sand Hill Road.

Another time, dreading the combination of a hot day and a sweaty walk around Palo Alto, he pulled on a pair of shorts, even though he was heading to a meeting with blue-chip VC Accel Partners. The outfit -- casual even by laid-back Silicon Valley standards -- didn't stop Accel from investing. Lavingia, an alumnus of hot online bulletin-board company Pinterest, raised $1.1 million for his payments start-up, Gumroad.

Buckley also ran into problems getting himself to Sand Hill Road. One night he stayed up until 3 a.m. and slept too late to get to a scheduled meeting with a venture-capital firm. "It didn't go down too well," he said, adding that his profuse apologies and requests to reschedule were met with a curt "no thank you."

Not to worry. Buckley, who had already sold a company while in high school for a sum he says was in the low six figures, raised more than $1 million from Andreessen Horowitz and others.

At the time of the missed meeting, he was attending Y Combinator, a three-month program for start-ups. In a nod to the boy wizard of book and movie fame, Y Combinator co-founder Paul Graham has called Buckley "the Harry Potter of startups," but said he was not the youngest to win admission to the program.

That honor goes to John Collison, now co-founder of payment company Stripe, who was admitted at age 16, but did not go through the program, Graham says. Instead, he and his then-19-year-old brother merged their company with another, Auctomatic, and sold it to a Canadian company for $5 million in cash and stock.

Most of the young entrepreneurs say their interest lies in building rather than selling their companies. Buckley had to say as much in response to inquiries he said received recently from Facebook about a possible sale. His determination not to sell stems from advice he received from a successful executive he met last year at Y Combinator: Mark Zuckerberg.

Twitter will give Yandex access to its so-called firehose of all public tweets, the two companies said on Tuesday, in an agreement similar to the one the social short-messaging site has with Microsoft's search engine, Bing.

"We wanted to make sure that Twitter content can be where Twitter users are already going," Twitter's director of business development, April Underwood, told Reuters by phone. "Discovery through search is so important."

Anton Pavlov, Yandex's blog search manager, said in a statement: "People share news, exchange opinions and discuss all sorts of matters in real-time all the time. This kind of information will help us enhance our search results."

Yandex has about 60 percent market share in Russia, ahead of Google with about a quarter of the market, although global leader Google has recently begun to erode its lead.

Google no longer partners with Twitter, favoring its own fledgling Google+ social network for social search results.

Asked about a possible renewal of a partnership with Google, Twitter's Underwood said: "Anything's possible, but there's not really an update to provide there at this time."

Twitter has more than 100 million active users and 400 million visitors per month. Its valuation tops $8 billion, even though it has not yet established a money-making model.

Google+, which is more akin to Facebook than Twitter, has 90 million users.

Twitter and Yandex declined to give financial details of their agreement. Microsoft has been reported to have paid $30 million for its deal with Twitter.

Yandex reaches about 2.8 percent of global Internet users, according to Web metrics firm Alexa, while Bing reaches about 3.4 percent.

NHS 2This is what it looks like when a country labors for years under the weight of nationalized healthcare, realizes that it's financially unsustainable, and then tries to implement meaningful reforms.

Many of those on the receiving end of "free" healthcare won't like it. Not one bit. Just ask Britain's Health Secretary Andrew Lansley who, in the words of the Daily Mail, was "ambushed by a Left-wing activist" early Monday morning.

Protesters "jostled" Lansley as he arrived for the 10 Downing Street meeting. One particularly outspoken protester, June Hautot, 75, accused Lansley of trying to privatize the state-funded National Health Service.

"I’m not getting out of the way!" an agitated Hautot yelled at Lansley. "The waiting lists are going to go up, so you can wait!"

"I promise you, waiting times in the NHS are coming down," Lansley tried to reassure her, "it will not go private. The NHS is not for sale, there will be no privatisation."

Oh, wait. Surprise, surprise! Hautot is an ex-Unison trade union representative.

Yep. Unions.

After trying to speak a few words to the ex-union "firebrand," Lansley's entrance was momentarily blocked as he was booed and called a "traitor."

Why are these protesters and ex-union reps so hostile towards Lansley?

To answer that question, it's important to understand that there are two very different groups involved in this story.

The first group believes that, in regards to nationalized healthcare, there is no such thing as "free." In the long run, someone must pay for it. Therefore, this group has proposed reforms that would remove bureaucracy, give doctors more control, and trim spending by 80 billion pounds ($127 billion) by 2015.

And then there is the second group. This group believes top-down, government controls, such as the ones necessary for nationalized healthcare, are economically feasible, and that we can only know one thing about "the long run" (we die). This group also claims that the NHS reforms will “give private companies a bigger share of heath care and undermine the system's universality,” according to the Associated Press.

Which group do you think momentarily blocked Lansley from getting to his 10 Downing Street meeting?

Tsutomu Omori, 49, who was head of Olympus's medical equipment business in India, was found hanging from a boundary wall by a gardener in the park, which was part of an apartment complex in Gurgaon, just outside the capital, the daily said.

"Police have recovered two suicide notes written in Japanese. While one of them was meant for Omori's family, the other note only said "I am sorry for bothering you" in Japanese," the newspaper added.

According to the daily's sources the bid was worth 2 billion kronor (US$299 million). Youngman was also willing to invest 12 billion kronor in developing new models, the report said.

The Chinese group's interest in Saab was due to “the brand, new technology and safety (technology),” Pang said, noting that Youngman had earlier invested 47 million euros (US$62 million) in Saab.

Production as well as research and development was to remain in Trollhattan, Saab's main plant, in coming years, Pang said, but he admitted that it was problematic that many key employees had left the company.

The receivers handling the carmaker's bankruptcy estate were unavailable for comment, but have earlier said six or seven potential groups were interested in Saab.

Others mentioned in media reports included Turkey-based investment group Brightwell and Indian group Mahindra.

Youngman was in talks with the carmaker's Dutch owner, Swedish Automobile, until the Dec. 19 bankruptcy filing.

Swedish Automobile took over Saab from General Motors (GM) in 2010. GM still controls key technology used by Saab and maintains a say over any possible deals.

Pang said Youngman had contacted GM in 2008 about creating a joint venture in China with Saab “but GM said no since it already had two (Chinese) partners.”

The ruling, which was also reported widely in China's state media, may not have a far-reaching effect. In its battle with Apple, Proview is utilizing lawsuits in several places and also requesting commercial authorities in 40 cities to block iPad sales.

Apple Inc. said in a statement Monday that its case is still pending in mainland China. The company has appealed to Guangdong's High Court against an earlier ruling in Proview's favor.

Apple insists it holds the trademark rights to the iPad in China.

“We bought Proview's worldwide rights to the iPad trademark in 10 different countries several years ago. Proview refuses to honor their agreement with Apple in China and a Hong Kong court has sided with Apple in this matter,” said Apple spokeswoman Carolyn Wu.

Calls to the court in Huizhou rang unanswered.

A letter to Proview's chairman Rowell Yang from the Beijing office of the law firm King & Wood, which is representing Apple, accused Proview of breaching “principles of good faith and fair dealing” and of making “false and misleading” statements.

Proview, a maker of LCD screens which is based in Guangdong, has asked regulators to seize iPads in China in a possible prelude to demanding a payout from Apple. A Shanghai court is due to hear a similar case on Wednesday.

So far, iPads have been pulled from shelves in some Chinese cities but there has been no sign of action at the national level.

Shenzhen Proview Technology is a subsidiary of Hong Kong-based Proview International Holdings. It registered the iPad trademark in China in 2001 and says the name was used for a computer described as an “Internet Personal Access Device” that employed touch panel technology.

The company says it plans to ask China's customs agency to block imports and exports of iPads.

Apple contends that it acquired the iPad name when it bought rights in various countries from a Proview affiliate in Taiwan in 2009 for 35,000 British pounds (US$55,000). Proview won a ruling from a mainland Chinese court in December that it was not bound by that sale.

Proview International's shares have been suspended from trading on the Hong Kong Stock Exchange since August 2010 and reports say it is deep in debt. It will be delisted in June if it cannot show it has sufficient assets, business operations and working capital.

Proview has filed a trademark-violation lawsuit that goes to court Wednesday in Shanghai. In the meantime, China's mass media is abuzz with speculation over the case.

“The iPad trademark case: Who cheated who?” quizzed a story in Monday's edition of the 21st Century Business Herald.

Apple, based in Cupertino, California, points to a Hong Kong court ruling in July that said Proview had acted with the intention of “injuring Apple.”

According to that ruling, Apple set up a company in Britain to buy the iPad trademark from owners in various markets without revealing Apple was the purchaser.

Proview has accused Apple of acting dishonestly when it bought rights to the iPad name from Proview's Taiwan affiliate. A Hong Kong court document shows that once the dispute arose, Proview demanded US$10 million for the iPad name in China. But Hong Kong's legal system is separate from the mainland's.

Underground lending by ordinary Chinese like Zhang flourished over the past decade, providing trillions of yuan (hundreds of billions of U.S. dollars) needed by private companies that create China's new jobs and wealth.

Its popularity reflects public desperation for an alternative to China's banks, which pay low deposit rates that fail to keep up with inflation and channel savings to government companies.

But the high cost of underground credit — interest rates of 70 percent a year or higher — and a slump in global demand caused a wave of business failures last year, prompting owners in cities such as Wenzhou in the southeast to flee.

The shockwave is now hitting the Chinese savers who put up money for those loans. Protests erupted in Anyang and other areas as lenders demanded officials get back their money.

“We have no other investment options and bank interest rates are too low,” said Zhang, who asked not to be identified further. Hopes of getting back the 270,000 yuan (US$43,000) she lent are pinned on the courts so long as the government is willing to let a case proceed.

Rising defaults threaten to aggravate social tensions as the Communist Party tries to enforce calm ahead of a once-a-decade handover of power to a younger generation of leaders due late this year. The public already is fuming over inflation, corruption, product safety scandals and pollution.

Leaders including Premier Wen Jiabao, the top economic official, have repeatedly promised more credit for small companies. But most loans still go to state enterprises that have close ties with banks and form the power base of officials. Experts say there have been slight improvements but the situation hasn't changed fundamentally.

“It always has been hard for small Chinese companies to borrow money from banks,” said Guo Tianyong, director of the Banking Research Center at Beijing's Central University of Finance and Economics. He said the situation has worsened in the past year.

Entrepreneurs were struggling with slumping global demand when Beijing clamped down on a credit boom to cool its overheated economy. State banks cut the small amount of private sector lending they were doing while continuing support to state industry. Private companies failed and the survivors cut payrolls.

Only 19 percent of bank lending last year went to small businesses, while total loans fell 6 percent from 2010 to 7.5 trillion yuan (US$1.2 trillion), according to the official Xinhua News Agency.

The underground credit market is estimated by China's central bank and private sector analysts at 2 to 4 trillion yuan (US$325 to US$650 billion), or as much as 7 percent of total lending. In some areas, informal lending exceeds that of official banks.

The communist government allowed it to grow over the past decade, apparently seeing it as necessary to support entrepreneurs.

Borrowers range from manufacturers and traders to real estate developers who want to evade credit curbs imposed to cool surging housing prices. Middlemen, some of them state companies, put borrowers in touch with lenders for a fee.

Yao Yafei, a manager of a chemical company with 20 employees in the central city of Linfen in Shanxi province, said it has used informal lenders since 2004. He said that in its latest round, the company borrowed 500,000 yuan (US$80,000) in July and repaid it two months later with 2 percent monthly interest.

“The pressures of slowing growth and rising inflation exist at the same time. The monetary stance will remain prudent,” Jin Qi, assistant governor of the People's Bank of China, said in a statement published on the bank's website.

The remarks came a day after the central bank announced it will lower the reserve requirement on commercial lenders, for the second time in three months, to inject more liquidity into the system.

The central bank has to be cautious due to the uncertain global outlook and ongoing domestic economic development, Jin said.

The central bank said on Saturday that it will cut the reserve requirement ratio, or the proportion of money that lenders must set aside as reserve, by 50 basis points, effective from Feb. 24.

Before the announcement, the reserve for major lenders stood at 21 percent. The move was expected to add about 400 billion yuan (US$65.5 billion) to the market.

It followed a cut in the reserve requirement in December by 50 basis points. That cut was the first since December 2008.

The bank had hiked the reserve requirement six times last year in a bid to soak up liquidity and tackle inflation.

Lu Zhengwei, chief economist at the Industrial Bank, said the reserve cut was within expectations and was a response to tight liquidity.

“And it may be a start for several adjustments in the future.”

However, this does not signify interest rates will be cut, he said.

“Cutting the reserve requirement doesn't necessarily mean a loosening monetary stance. And there is no likelihood of an interest rate cut in the short term as the central bank is guarding against further inflationary pressure.”

GDP registered 8.9 percent year-on-year growth in the fourth quarter of 2011, the slowest pace since the first half of 2009. But the consumer price index rose 4.5 percent in January after its growth declined for five months.

First quarter lending is usually higher than for the rest of the year, Zuo Xiaolei, chief economist at China Galaxy Securities, said.

Yuan positions for foreign exchange purchases, an indicator of capital flow, fell for the first time in four years in October, and declined again in November and December.

“As the trade surplus shrinks, foreign direct investment slows down and yuan holdings moderate, there will be more space for further cuts and the reserve requirement could fall by 2 to 3 percentage points over the year,” Guo Tianyong, director of the Central University of Finance and Economics' research center, said.

Exports and imports fell for the first time in two years in January and new lending was at its lowest level, during the same period, in five years.

The broad measure of money supply, M2, which covers cash in circulation and deposits, grew by 12.4 percent year-on-year by the end of January, the lowest since June 2001.

The central bank said last week that it will maintain an appropriate lending growth and keep total financing at a “reasonable” level.

A mix of policy tools, including interest rates, will be used to maintain reasonable credit growth and curb inflation, it said.

The central bank is allowing the nation's five biggest lenders to increase first-quarter lending by a maximum of about 5 percent from a year earlier, according to a Bloomberg report quoting two anonymous workers at State lenders.

Nangdrol's is the latest in what seem to be increasing numbers of immolations that have galvanized other monks and lay people to protest Chinese government controls over Tibetan society and the Buddhist religion.

Following Nangdrol's death, police demanded that his body be handed over, but monks at his Samdrup Norbu Ling monastery refused, the international campaign said, citing Tibetan monks based in India. More than 1,000 people gathered at the monastery overnight to stand guard over the body, it said.

Chinese security has cut off access to Tibetan areas, making it virtually impossible to independently confirm such acts. Calls to local government and Communist Party offices rang unanswered on Monday.

Blame, Discouragement of Immolation

China blames Dalai Lama supporters for encouraging the self-immolations and other anti-government protests that have brought further repressive measures, and in some cases police shootings that have led to the deaths of an unknown number of Tibetans.

However, the self-declared Tibetan government-in-exile has issued statements discouraging self-immolation, including a statement Saturday expressing concern and shock and saying that any protests should be peaceful, dignified and “in accordance with the laws of your country.”

Activists say Tibetans are being pushed into ever-more radical acts because of intense pressure from China's police and military, who maintain a highly visible presence in towns and occupy monasteries while forcing monks to endure hours of political indoctrination at the expense of their religious studies.

To tamp down on the unrest, Chinese authorities have widened detentions, in recent weeks detaining not only monks but also cultural figures and Tibetans who recently returned home after traveling to India to attend teachings by the Dalai Lama.

Chinese police last Wednesday took Tibetan writer Gangkye Drubpa Kyab from his home in Serthar, another restive Sichuan province county near Aba, the Norway-based Voice of Tibet reported over the weekend.

The scion of a wealthy family was widely believed to have Beijing's backing to replace outgoing leader Donald Tsang as Hong Kong's chief executive, until last week's scandal blew the race wide open.

Tang on Thursday admitted he new about the illegal underground entertainment area in an upmarket home he shares with his wife, Lisa Kuo, but blamed her for ordering its construction without his permission.

“I admit there are many negative issues about me recently ... All of them are related to my family,” he told reporters after formally presenting his nomination papers.

“I admit I didn't handle them well. I wanted to protect (my family) but it hurts them even more and people are questioning my credibility.”

He said he expected more “negative news” and promised to face it “bravely,” a possible reference to rumors published in the media on Monday that he had dated the young daughter of a local politician.

Tang's campaign started late last year with a public admission that he had cheated on Kuo, his wife 27 years. He has also been criticized for avoiding debates with his opponents and delaying the release of his policy plans.

But the 59-year-old brushed off the criticism, saying he wanted to focus on his “experience, ideas and manifesto” rather than his personal problems and political missteps.

“I won't give up. I hope everyone will support me and give me a chance to serve Hong Kong,” Tang added.

A University of Hong Kong opinion poll released Sunday showed 51.3 percent of the 516 people surveyed thought Tang should abandon his campaign.

“All figures show that Tang's scandal has taken a big toll on his credibility, it may be unwise for him to stay in the race,” poll director Robert Chung told the Sunday Morning Post, which commissioned the survey.

“There is no doubt that public anger is on the rise. I personally do not find any effective damage control taken by Tang, so I still think the worst is yet to come.”

Tang was the second candidate to submit his nomination papers after Albert Ho, from the pro-democracy camp. Tang's main rival, Leung Chun-ying, the front-runner in opinion polls, has yet to nominate himself.

The nomination period ends on Feb. 29.

Public opinion counts for little under Hong Kong's “One Country Two Systems” arrangement with mainland China, whereby the former British colony enjoys broad freedoms but does not get to choose its own leader by popular vote.

The chief executive is chosen by a 1,200-member electoral committee packed with pro-Beijing social and business elites.

Bucking the commonly accepted wisdom that the “admission by application or school recommendation” system is an improvement over the so-called “joint university entrance examination system” practised in the country until 2002, Yang called for a larger quota of admission places for students who do well in written, specific-subjects examinations.

A patrol police found Wang's illegal practice and then handed him over to the Shilin District Prosecutors' Office for prosecution.

Wang reasoned that he didn't know it's an illegal practice to charge his mobile phone at an MRT's power socket, and therefore “unknowingly” violated the law.

But prosecutors refuted Wang's saying and indicted him, on grounds that all the power sockets at MRT stations bear two Chinese characters denoting that use of the sockets is forbidden. The heaviest punishment on such an illegal practice is five years in prison, according to the Criminal Code.

In fact, Wang's case was not the first one of its kind. In 2006, a woman, surnamed Lee, was caught for charging her mobile phone via a power socket at the Taipei Main Railway Station for eight minutes in 2006.

Lee was handed over to the Taipei District Prosecutors' Office, which finally ruled to impose a fine of NT$21,000 on her, translating into a “price” of NT$2,600 per minute.

In recent years, the government has worked hard to upgrade the software and hardware facilities at airports to provide passengers with free charging service. Although such free service is available at high-speed railway stations, and some Taiwan Railway stations such as Banqiao, Songshan, Taichung, Kaohsiung, Yilan, and Taitung, such service is not offered at the Taipei Main Railway Station or any MRT stations.

Officials with the Taipei Rapid Transit Corp. said that as the MRT system is powered by electricity, it must to prohibit passengers from using power sockets at MRT stations lest any short circuit should occur to affect normal operation of MRT trains.

To The Streets On March 5: Swine Association

Led by Director of the Republic of China Swine Association (中華民國養豬協會) Yang Kuan-chang (楊冠章) a total of 13 heads within the association visited Council of Agriculture Minister Chen Bao-ji (陳保基), yesterday.

Chen had phoned a political talk show during its call-in hour last week and commented on the U.S. beef issue. Instead of attempting to persuade talk show hosts, the minister should be communicating with lawmakers, KMT Legislator Sun Ta-chien (孫大千) said. It is the first time that Taipei has been listed among the 10 most expensive cities in Asia since the survey was first conducted in 1996.

The survey, carried out in September 2011, showed that the average monthly rent for a three-bedroom, unfurnished apartment in Taipei was about US$3,200.

This represented a 16 percent annual increase, the ECA survey showed.

The cost of rented housing in Taipei is approximately the same as in many big cities in the United States such as Boston and Miami, according to the survey that covers more than 130 cities globally.

However, Taipei still remains competitive since its other economic indices such as inflation and unemployment are at “healthy” levels, according to Quane Lee, ECA International's regional director for Asia.

Hong Kong was listed as the most expensive city both regionally and globally in terms of high-end apartment rentals, followed by Tokyo.

Rounding out the top 10 list in Asia were Singapore, Mumbai, Seoul, Shanghai, New Delhi, Beijing, Taipei and Jakarta, in that order.

Yet after staying at Groupon Taiwan for a year, the adventurous duo decided to leave the company to start up their own business again. At the end of the session, the TAIEX closed at 7,954.82, up 60.46 points, on trade volume of NT$104.15 billion.

With the TAIEX enjoying a winning streak lately, most analysts are holding the view that volatility will prevail in the market in the near future.

According to most analysts, after the TAIEX had surpassed 8,000 recently, a correction in the short-term will be inevitable, and investors should focus on stocks' fundamentals when making a move.

Tsai Yen-cheng, fund manager with Capital Securities, said various positive economic developments are conducive to a rally in the long term. These developments include the prospect the U.S. economy will fall to a bottom in the first quarter, and a turnaround of Taiwan's real estate market.

Yet, many stocks have price-earnings (PE) ratio of above 20, Tsai warned. These stocks, as well as those lacking solid fundamentals, may take the hit first when a correction comes along, he said.

What investors should do is to strike a balance between the information technology (IT) and traditional shares in their portfolios, at the same time placing a focus on shares with low PE ratios yet strong growth potential, he said.

Lu Chien-liang, fund manager with Taishin Securities, said stock volatility will intensify given various negative factors. Yet in the long term, the local and international business climate is conducive to trading, he said.

Shih's homecoming, however, is part of the routine rotation of positions among ministry personnel and has nothing to do with local media reports claiming that the Singaporean government is unhappy with her performance, MOFA spokesman James Chang said yesterday.

“Any reshuffling of personnel on the part of the ministry is part of routine job rotation, which takes place every two or three years,” Chang said in response to reporters' questions on Shih's position yesterday.

Chang's comments came after a Chinese-language United Evening News (UEN) report yesterday, which stated that Shih was replaced because the Singaporean government has voiced its dissatisfaction concerning “improper conduct” during her tenure.

During a Republic of China (R.O.C.) National Day celebration event last year in the city-state, Shih reportedly sang the R.O.C. national anthem, a move that angered the Singaporean government as it adheres to the “one China” policy, the report said.

Shih also reportedly contacted the opposition party in Singapore, further angering the government of the city-state, the report stated.

Her “improper conduct” is reportedly the reason for a temporary diplomatic shutdown between Taiwan and Singapore.

When asked to comment on the report, Chang said that Shih will be transferred back to the MOFA's headquarters in Taipei in the coming days.

Chang, however, denied speculation that Shih was replaced because she angered Singaporean authorities, saying that the representative had performed well during her three-year tenure in Singapore and that stable bilateral relations will not be affected following Shih's departure.

Shih has successfully pushed for talks on a bilateral free trade agreement (FTA), known as the Agreement between Singapore and the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu on Economic Partnership (ASTEP), Chang noted.

The spokesman said Shih's replacement has not yet been decided, but an official announcement is expected to be released soon.

Shih to be Replaced by Someone With Financial Background: Reports

According to local media reports, Shih's successor could be someone with a financial background in order to speed up the ASTEP talks.

Ministry of Economic Affairs Vice Minister Francis Liang (梁國新) is reportedly at the top of the list, but Liang yesterday denied the rumors.

Some other possible candidates are National Security Council Deputy Secretary-General John Teng (鄧振中) and Government Information Office Minister Philip Yang (楊永明).

Meanwhile, the UEN report yesterday quoted Minister of Foreign Affairs Timothy Yang as saying that Shih was summoned back to Taipei on a classified mission that cannot revealed to the public.

The ruling administration is still mulling her replacement, and her replacement has to be approved by Singaporean authorities, Yang said in the report.

Mataram. The West Nusa Tenggara Police on Monday named six suspects in the destruction of the Bima district head office, which was burned to the ground by an angry mob on Jan. 26.

The suspects, believed to have provoked members of the public during the incident, were identified as Muhammad, Aca, Arafik, Anhar, Ahmad and Mulyadin. They have not been detained.

West Nusa Tenggara (NTB) Police spokesman Sukarman Husen said the police had yet to interrogate the suspects.

“We will wait until the situation allows us to do so,” he said. “Right now is not the time.”

Sukarman said the police had only gathered data and identified the suspects.

Losses from the incident were still being calculated, he said, adding that the administration in Bima’s Lambu district was yet to result to normal, especially because local residents were sometimes blocking roads.

“The situation in Lambu is still being dominated by suspicions,” Sukarman said. “Sometimes the roads are opened and sometimes they are closed. Public service is still not functioning normally.”

Constructing a new office might cost Rp 20 billion ($2.2 million), Bima district head Ferry Zulkarnain said.

NTB administration spokesman H.M. Faozal said his office had met with Ferry to follow up the incident. NTB Governor Zainul Majdi also met with Ferry and his staff, visiting the temporary office last week.

Fifty-three people were arrested during the January demonstration held to protest a mining exploration permit issued in 2010 to Australian gold prospector Sumber Mineral Nusantara.

Snipers were deployed in a brutal police crackdown, and at least three civilian protesters died from gunshot wounds.

During the riot in which the district office was burned down, protesters also went to the police detention facility where 35 people who had been arrested in the earlier protest were being held.

The mob demanded they be released, and all of them were freed. Some have since turned themselves in again.

The government plans to allow people who do not identify with any of the six official religions to leave the religion column on their identity cards blank, the Home Affairs Ministry says.

The change is meant to put the country’s pluralistic founding principles into practice by offering a solution for people who have often felt marginalized by government policy due to their minority religious affiliations.

“Believers in local religions, for instance, don’t have to fill out the religion column on their identity cards if they don’t want to. Just leave it empty,” Home Affairs Minister Gamawan Fauzi said after opening a meeting on electronic identity cards, or e-KTP, in Jakarta on Monday.

Gamawan said he would invite related officials, including Minister of Religious Affairs Suryadharma Ali, to finalize the proposal. The plan, however, will be discu ssed further with the Ministry of Religious Affairs before being floated to the public.

It is a move that will likely create controversy as militant religious groups mushroom across the archipelago.

The Constitution guarantees Indonesians freedom of religion. However, the government only recognizes six official religions: Islam, Protestantism, Catholicism, Hinduism, Buddhism and Confucianism.

The existing law requires that every Indonesian citizen hold an identity card identifying them as one of these six religions. The country also does not recognize agnosticism or atheism.

The government’s program to issue an e-KTP to all citizens has been dogged by problems since it was first scheduled to begin in August last year.

Delays in getting fingerprinting and retinal scanners to urban ward offices in 197 initial districts and municipalities delayed the launch by several weeks.

The deadline to register all residents of the capital for the cards within the first 100 days of the launch came and went, forcing the Jakarta administration to request a deadline extension to April this year.

Other districts and cities, which had been given until the end of 2011 to register their residents, also had their deadline extended to April.

Gamawan, meanwhile, has delayed the deadline once more.

“The old IDs can only be used up to Dec. 31,” the minister said. “All citizens must use the e-KTP by January 1, 2013.”

Anti-Islamic Defenders Front sentiment in Indonesia continued on Monday as residents in Balikpapan, East Kalimantan, made it clear the hard-line group wasn’t wanted in their city.

Following similar protests in Central Kalimantan and Jakarta, groups gathered under the Balikpapan City Kalimantan Society Forum said the FPI, as the hard-liners are known, were not welcome. The forum also demanded that President Susilo Bambang Yudhoyono disband the FPI.

“They often conduct raids, which is against the law, as if the state did not have law enforcers,” said forum head Bayer Gabriel, addressing a rally in front of the City Hall.

“We call on the president to disband the FPI and we reject their presence in Kalimantan.”

The group read out a statement addressed to Balikapapan Mayor Rizal Effendi and the head of the East Kalimantan Legislative Council, Andi Burhanudin Solong. It said the FPI was a threat to the ethnic, religious and racial harmony in the community.

He said the FPI was involved in violent activities that were against the law, and its presence in the city and province would only sow discord.

The FPI has long operated in Jakarta, raiding nightclubs seemingly with no fear of the police.

But an upsurge of anti-FPI sentiment has followed in incident on Feb. 11 in Palangkaraya, the capital of Central Kalimantan, when a group of Dayak tribesmen gathered at the airport to protest the arrival of FPI leaders who were flying in to open a branch office there. The plane was forced to land in neighboring South Kalimantan.

Officials there, including from the police and the military, and community and religious leaders issued statements supporting the banning of the FPI from Central Kalimantan.

A similar anti-FPI protest took place in Jakarta last week.

Bayer said they did not oppose the group on religious grounds, but were concerned that it would undermine the pluralism of Kalimantan society, where it is not uncommon for members of the same family to come from different religions.

“We ask the police not to be afraid to take action against anarchic mass organizations. We only want peace in Borneo,” he said.

He called on city authorities not to issue permit for the FPI to register in the city.

The head of Balikpapan’s national unity and political affairs office, Syaiful Bachri, said the FPI had not yet attempted to register with the city authorities.

“Their past behavior will of course be part of our decision-making process,” he said. “But as long as it does not go against the Constitution and Pancasila, they can register.”

The Constitution provides equal footing for all six of the state-recognized religions. The state’s Pancasila philosophy recognizes the value of plurality.

Home Affairs Minister Gamawan Fauzi has said the FPI is one violation away from having its license suspended. He said the ministry had issued a second warning letter when members of the group pelted the ministry with rocks last month in protest of the alleged decision to annul local bylaws banning alcohol sales.

Under the 1985 Law on Mass Organizations, the ministry monitors all civil organizations in the country and has the authority to disband any group that causes losses to the state.

The FPI has been accused of using violent tactics to enforce its views of Shariah law.

Last month, an FPI leader in South Sulawesi was sentenced to five months in prison for the destruction of private property during a series of FPI-sanctioned raids on food stalls and restaurants operating during the fasting month of Ramadan. But cases of FPI members being brought to justice are rare.

The alleged involvement of a school principal as a client of an online prostitution ring now under probe by the police seems to have raised more concern among Singaporeans than the reports that several top civil servants were also customers.

People rounded up for investigations now also include several other public servants such as a police officer and professionals like lawyers and bank officers, according to the latest update by The Straits Times.

According to responses gathered by Yahoo! Singapore in the wake of the police investigation, many Singaporeans understand the temptation of lust and are willing to overlook the ethics allegedly breached by the civil servants involved.

But they are not as understanding in the case of the principal, who reportedly resigned from his post at a top school after police conducted an island-wide operation to bust an online vice syndicate in December last year.

Said Angeline Ang, a parent of two teenage sons, “It was very alarming as I didn’t expect a principal to be involved in such a case… principals and teachers are meant to be looked upon as someone to be respected, with a reserved personality. What’s more, given that it’s a prostitution vice, I think it’s even more shocking and surprising to a lot of parents.”

Ang, who is a personal assistant, also noted that although one’s personal life and professional life is separate, the issue of prostitution is “linked to the person’s character and morale”.

She added that if she had a daughter, she would be very concerned on how the ex-principal looked at girls in his school.

Fabian Lim, a 23-year-old undergraduate from Nanyang Technological University echoed Ang. He said, “An ex-principal caught in a prostitution scandal is highly disturbing, as the role of a principal as a guiding figure to youths is being compromised.”  

“As civil servants, they are figures that represent the government. Especially in the case of the ex-principal, the stigma of being involved in such a controversial case is being magnified as he is a figure of authority,” he added.

However, there are others who believe that a clear line should be drawn between personal and professional lives.

Said Desmond Ng, “People in politics should take note of what they are doing but, ultimately, their personal life is their personal life…. From a third party perspective, it is really up to them to control their own social lives.”

However, Ng noted that given the fact that a scholarship recipient is amongst those who are involved in the probe, he suggested that there should be a re-evaluation of how the government chooses their scholars, such as conducting a more detailed background check on the scholarship candidates.

Patrick Cher, a business development intern, believes the people tagged as customers of the ring “should be forgiven [as] everyone should have a chance to correct their behaviour”.

Meanwhile, Nominated Member of Parliament Eugene Tan has  acknowledged the public’s concerns over the selection and promotion process of civil servants and educators.

He stressed that although “the image and morale of the public service has taken a beating in recent months… we should not, as a matter of ethics and fairness, paint all public officers with the same brush”.

Tan was referring to the recent probe by the Corrupt Practices Investigation Bureau (CPIB) into allegations of serious personal misconduct by former Singapore Civil Defence Force commissioner Peter Lim and former Central Narcotics Bureau chief Ng Boon Gay.

When asked on the potential outcomes of those involved with the current investigations, Tan, who is also an assistant law professor from Singapore Management University said, “Those suspected of running the online prostitution ring and those providing sexual services would be investigated for pimping and soliciting in public”.

Tan added that the public service has its own code of conduct and “infringements of such code need not necessarily attract criminal law sanctions but instead result in disciplinary actions with penalties ranging from demotions or dismissal from service”.

Meanwhile, comparisons have also been drawn between the current probe and former Prime Minister’s claim that high ministerial salary attracts the very best people.

Kang Kai Xin, a Singapore Management University undergraduate, finds fault with the assumption that paying a higher salary attracts higher quality personnel. “To a certain extent, it helps to reduce problems such as bribery. [But] nonetheless, it is all down to a person’s moral values,” she said.

Singapore. An Indonesian maid was allegedly raped twice by a neighbor, who then cut and strangled her before throwing her out of the window of a second-storey flat, media reports said on Tuesday.

The maid, who was 26 at the time of the alleged attack, survived the ordeal despite suffering serious injuries, the High Court heard in proceedings reported by the Straits Times daily.

The identities of the victim and the accused — a 44-year-old former security guard — were not published on court orders.

The newspaper said the incident took place in September 2009, when the maid stepped outside the apartment where she worked to reach the circuit box located outside after the electricity tripped.

The accused, who lived in the opposite flat, then pushed her into the empty apartment and forced himself on her before cutting her with a pair of scissors and strangling her with a piece of string, the court heard.

Police found the woman lying at the foot of her housing block, seriously injured but alive.

If convicted of the charges which include attempted murder and aggravated rape, the accused could face life imprisonment and up to 24 strokes of the cane.

More than 200,000 women, mostly from the Philippines and Indonesia, work as maids in wealthy Singapore.

However, the ministry added that it will take into consideration the concerns raised by the residents who petitioned against the plans before building the 570 sq m elder-care centre.
 
Earlier this week, residents living in the two estates raised issues such as spacial constraints, devaluing of property, and the right to enjoy what little space left at the areas may by building the centre near their houses.
 
Another concern is that the area may be considered inauspicious with more deaths or accidents occurring.
 
Ellen Lee, a Member of Parliament for the affected residents, told the broadsheet that she was informed of the decision to proceed with the plans by MOH. She has since visited all 120 households to explain the decision and added that not all residents were happy.
 
MOH also said in its letter to the MP that the location was chosen because it is near public transport and has ramp access, the paper reported.
 
The daycare centre will be run by charity organisation Sree Narayana Mission, which will provide health screenings and home care for the elderly.
 
The Health Ministry said it will work with the charity to mitigate problems raised by residents by setting aside space at the void decks for residents or building extra space, restricting its operating hours to 8am to 8pm to minimise noise levels and providing a transport service for the elderly using the centre to minimise traffic congestion and demand for parking spaces.
 
The move to proceed with the daycare centre comes even as a separate online petition has been started to raise awareness on the need for elder-care services.
 
Led by Samuel Ng, chief executive of non-government welfare organisation Marine Parade Family Service Centre, the petition "Say yes to eldercare services", was launched after residents in Woodlands and Toh Yi Drive expressed unhappiness over plans to build eldercare centres near their homes. It has gathered 2,300 signatures since its launch on Thursday.
 
On its Facebook page, the welfare organisation said that it’s "obligated to challenge the prejudices imposed on our elderly residents" and wants to "rally individuals who are civic-minded to make a stand for public resources to be accessible to our seniors."
 
In another similar incident, residents at Toh Yi Drive said on Friday that they welcome the building of elderly studio apartments in their neighbourhood but are concerned that the location is not ideal. 
 
Residents living in the area said that the site is inappropriate as Toh Yi is situated on steep terrain and that may make it tough for the elderly to walk to the market or coffee shop.
 
A resident also added that basic amenities are far away from the proposed site. A petition was also started and was signed by 230 residents and submitted to Holland-Bukit Timah MP Sim Ann on Wednesday.

Perhaps heeding that piece of advice, residents of Toh Yi Drive estate in Bukit Timah proposed last Thursday an alternative site to the block of 130 units of studio apartments for the elderly being planned by the Housing Development Board (HDB) for the area.

About 230 Toh Yi residents signed a petition earlier this month objecting to the government’s plan to build the apartments because the identified site was the 19-block estate’s only green space and it was situated on a slope that would make it difficult for elderly tenants to climb.

Fong Hoo Cheong, a resident and professional architect, submitted the proposal backed by the residents who petitioned to Holland-Bukit Timah MP Sim Ann and the HDB.

(Photo courtesy of Fong Hoo Cheong)Fong suggested a site nearer the main road which is the entrance to the estate area that is in closer proximity to basic amenities such as clinics, MRT, bus stops, post office, community club and the wet market, and on more even terrain to get to such places. The previous site the government identified was located at the open space at the junction of Toh Yi Drive and Toh Yi Road, which is the highest slope point in the estate area.

He explained that the idea behind the proposed location is to facilitate the elderly’s easy movements in and out nearby places. He also pointed out that the easy access will aid in care giver and family visitations. 

He wrote, “The development should be low-rise (no more than five or six storeys) with integrated car parking, innovative measures to shield off road noise and enhance natural ventilation with a sense of community spirit.”

It is understood that the Toh Yi estate has a major car park shortage, and residents Yahoo! Singapore spoke to said if the planned studio apartments were to be built in the estate the car park problem would be faced by the elderly and their visitors as well.

Yahoo! Singapore has approached both MP Sim Ann and the HDB on the feasibility of the proposal, and is awaiting their replies.

Prior to Toh Yi residents’ opposition, Woodlands residents at block 890 and 891 opposed the construction of an elder care center at their void decks for different reasons, namely the possible drop in the value of their properties and reduction of space. Other residents there said that it is inauspicious, while others support the plan but said they were upset they had not been consulted.

In light of this saga, Marine Parade Family Service Center (MPFSC) launched their first-ever online petition on 9 February called “Say ‘Yes’ to Elder Care”. In less than a day, it had gathered more than 1,000 signatures. To date, it has more than 4,700 signatures. Its target is 5,000 signatories.

Speaking to Yahoo! Singapore, MPFSC counselor Alphonsus Lee said, “We are campaigning for the first time for a pro-elderly living environment because we believe that the elderly are part of our community, and they have rights to community resources in close proximity to where they live.”

The petition stated that as a non-governmental organisation, MPFSC is “obligated to challenge the prejudices imposed on our elderly residents. We want to rally individuals who are civic-minded to make a stand for public resources to be accessible to our seniors.”

The family service center also launched a Facebook group called ‘I Love Seniors’ created on the same day as the petition. The page currently has about 1,200 fans.

The common complaint that arose from both the Woodlands and Toh Yi residents was the fact that the citizens were not consulted before implementation of the project.

Both the founder of newnation, Terence Lee and associate professor Tan Ern Ser from National University of Singapore’s Sociology Department had previously expressed that the government should consult residents before implementing a developmental plan. Tan said that this is becoming increasingly important in the post-General Elections 2011 period. 

Most recently, the Singapore Democratic Party (SDP)’s secretary-general Dr Chee Soon Juan urged the government to consider more engagement with the residents before announcing developmental plans that affect their living environment.

Toh Yi residents told this reporter that the Bukit Timah Citizens Consultative Committee only put up a notice under the Resident’s Committee’s board at the lift lobbies which are often overlooked. Yahoo! Singapore enquired with the committee, and a spokesperson said that they have heard the residents’ feedback. The committee pledged to “do our best to send updates directly to residents’ mailboxes” if they receive any updates.

The petitioners most recently brought the case up to National Development Minister Khaw Boon Wan.

DPM Teo was responding to a question from Workers' Party Member of Parliament (MP) Sylvia Lim on the channels available for uniformed officers to report other misbehaving officers.

The Home Team has a reporting framework that provides a confidential channel for officers to report any wrongful behaviour of officers, DPM Teo said.

Under this framework, the usual channel for a uniformed Ministry for Home Affairs officer to raise concerns and feedback, is to do so in person or in writing, to designated persons within the officer's department.

However, if officers prefer to raise their concerns to a channel outside of their department, they can furnish the information to the Deputy Secretary or the senior director of human resources, DPM Teo added.

DPM Teo assured the identity of the reporting officer will be kept confidential.

DPM Teo also added that in the last five years, 59 such reports were made, of which 44 were reported anonymously. Of the 15 cases that were not reported anonymously, eight were against a superior officer.

The move comes two weeks after Wal-Mart announced the appointment of industry veteran Greg Foran as head of its China operations, capping a series of leadership changes at the unit, which has been tainted by food scandals, including a pork mislabeling issue last year that forced it to temporarily shut a dozen stores in central China.

Wal-Mart said in a statement that the fresh investment into Yihaodian will take its stake to around 51 percent and will be subject to government regulatory approval. Wal-Mart did not provide any financial details of the deal and it was not immediately clear how much stake it has now in the China firm.

"E-commerce has been booming for years in China and in many other sectors, and it has only been very recently that it is for supermarket type of goods," said James Roy, senior analyst from Shanghai-based China Market Research Group. "It is a good investment for Wal-Mart as it has a lot of potential."

Wal-Mart announced in May last year it planned to buy a minority stake in Yihaodian, a Chinese website selling consumer items and groceries.

"People who order from Yihaodian tend to be more premium customers and that is a decent direction for the company," Roy said. "It is an interesting move, showing that they are trying something new."

Yihaodian, with 5,400 staff, operates a logistics network in Shanghai, Beijing, Guangzhou, Wuhan and Chengdu. It serves a growing customer base with same-day and next-day delivery of essential daily items at competitive prices.

E-COMMERCE SURGE IN CHINA

With 173 million Chinese people shopping online, China's e-commerce industry is expected to surpass 750 billion yuan ($118 billion) in gross merchandise value in 2011, more than the gross domestic product of Vietnam. It is expected to become the world's largest e-commerce market in 2015, Boston Consulting Group said in a report.

"Our further investment in Yihaodian demonstrates that we are committed to investing in China in a key growth industry and developing all that goes with it: logistics, infrastructure, innovative talent and new technologies...," Neil Ashe, President and CEO of Walmart Global eCommerce, said in the statement.

Heavy spending on logistics, waging price wars, holding steep discount promotions and splurging on massive offline advertising are what it now takes to be an e-commerce player in China and to stay at the forefront of consumers' minds.

"Since Yihaodian already has its own logistics and is very popular in Beijing and Shanghai, the deal is very positive for Wal-Mart," said Yuji Fung, analyst from Oriental Patron Financial Group.

In China, Wal-Mart has faced intense competition on the mainland, where it competes against China's Sun Art and China Resources Enterprise, with local brands such as Yonghui and Shinshiji.

It is also up against French hypermarket chain Carrefour, Britain's Tesco and Germany's Metro AG, which are expanding to inland China as interior cities become more affluent.

When Wal-Mart reports fiscal fourth-quarter results on February 21, analysts on average expect to see the company's best U.S. sales performance in more than two years.

Speaking in Parliament on Tuesday, DPM Teo, who is also the Home Affairs Minister, said that “there was no delay” in the release of information regarding the probe by the Corrupt Practices Investigation Bureau (CPIB).

Said Teo: “It was premature to make any announcement as CPIB was in the midst of their investigations and the outcome was not known.”

He added that it was necessary to give CPIB time to gather evidence and conduct more investigations before deciding in further action was needed.

The investigations were only made public one day after it was reported by Lianhe Wanbao, a Chinese evening daily.

Teo also responded to concerns that the two civil servants, former chiefs of Singapore Civil Defence Force (SCDF) Peter Lim and Central Narcotics Bureau (CNB) Ng Boon Gay, might have swayed the investigation process as they were not suspended until their arrest.

He said that the two ex-chiefs involved in the probe were put on leave on the day CPIB arrested them, which occurred in 19 December last year for Ng and 4 January this year for Lim. Both were released on bail to secure their attendance for further investigations.

Teo said that the two men were not able to return to their office or resume their duties following the arrest, and therefore would not be able to influence the probe.

Both men are currently assisting the CPIB with investigations over allegations of “serious personal misconduct”.

Teo added that the Ministry of Home Affairs (MHA) is currently looking into any leaks to the media, reported Channel NewsAsia.

Teo revealed that 59 cases of improper conduct were reported for uniformed officers over the last five years, with 44 reports made anonymously. Eight out of the 15 which were not anonymous were against a superior officer.

However, he stressed that the CPIB investigations and the recent probe into allegations public servants being involved in vice activities highlighted the commitment and integrity of civil servants.

“It is disappointing that these cases have occurred. However, as both cases have shown, any allegation of misconduct against public officers is investigated fully, regardless of the position or seniority of the officers involved,” said Teo.

At Gulfood this week, Pizza in Cono exhibited its version of the pizza cone in the hopes the concept will take off in the Middle East, particularly at airports, malls and theme parks, reported HotelierMiddleEast.com. The chain already has outlets in Morocco, Egypt and Kuwait.

Pizza cones are perhaps most popular in New York City, where there are a handful of restaurants that specialize in the calzone-cum-pizza-pocket, including Crispycones and Cono Italiano.

The idea has also migrated north to Toronto, where The Mad Italian debuted the concept last year as ‘hot cones.'

French company Eurodélices' Milky Lux line was also spotlighted as a product to watch by Hoteliermiddleeast.com, for the fact that the company's yogurt and Crème Desserts have a nine-month shelf life.

Milky Lux yogurt comes in four flavors -- peach, raspberry, strawberry, and wild berries -- and is currently available in Kuwait, Saudi Arabia, Qatar, Vietnam and China.

Crème Dessert comes in vanilla, chocolate, pistachio, caramel, praline, coffee and chestnuts.

Meanwhile, Del Monte's ready-to-eat chocolate-covered strawberries was given the Best New Frozen or Chilled Food Award, while Passina Products was given the Best New Non-Alcohol Beverage award for its Five Senses line, a premium drink infused with white tea, spices, herbs and fruits which the manufacturers claim helps reduce cholesterol, decrease blood pressure and improve the function of blood vessels.

Speaking in Parliament, Gan said that the number of HD and ICU beds will increase alongside the overall number of public hospital beds.

As of end 2011, HD and ICU beds constitute about 9.4 per cent of beds in service.

The bed occupancy rate for HD beds up to the third quarter of 2011 was 60 per cent while the bed occupancy rate for ICU was 73 per cent.

"We recognise that the demand for such facilities would increase as our population ages with increasing prevalence of chronic diseases coupled with advances in medical treatment that enable treatment of increasingly more complex cases," said the minister.

He added, "We need to use these facilities appropriately and ensure right siting so that only patients who need HD and ICU beds are warded in such facilities."

Based on one of Padman’s estimates, it could take 15 hours to get through a pile of 120 essays in a week.

On top of marking essays and test papers, teachers like him usually also have to shoulder responsibilities such as committee work and preparations for co-curriculum activities (CCA).

With that kind of load, Padman told Yahoo! Singapore he has little time to devote to inject more creativity into planning lessons.

“It seems impossible to do it for every lesson, as much as I'd like to,” he said. “The amount of work over time rises dramatically. I'm not saying it's a non-stop workfest, but teachers tend to cherish what free time they get as a time to relax and clear their minds.”

He can thus appreciate what a new website, Back to School (BTS), is trying to do. A project by publichouse.sg, the site aims to ease teachers’ workloads by allowing anyone interested in education to contribute lesson plans that teachers can easily download and use it as their classroom material.

The creator of the free site, Lisa Li, a teacher of six years, thinks that as a common platform of pooled resources, the site can help save teachers a lot of time.

From the perspective of a user, Padman said, “With at least the core ideas of what the lesson could entail, it provides us a good solid framework to work with while at the same time leaving enough room for further refinement so that the individual teachers and schools can fine tune it to focus on just what they want.”

Stimulating debate on varied topics

Li has tied up with several non-governmental organisations (NGOs) like Migrant Voices and World Wildlife Fund (WWF) for them to contribute lesson plans on their specialised topics as well.

Shaun Teo, 24, founder and president of Migrant Voices, said that while this idea of providing syllabus is new, it does “give people an idea of the issues on the ground and creates more awareness”.

The lessons plans act as a “source of open information for people to engage students and the public at large to get creative discourse on migration – not just foreign workers, but migration issue as a whole”.  He added that the purpose is not about “changing mindsets” but rather “initiating discussions”.

Speaking to Yahoo! Singapore, Li said that sometimes while textbooks provide the fundamentals, even at the publishing date the book cannot possibly include news events of tomorrow. It is then the teachers’ jobs to educate and table discussions on current topics. This is where the website facilitates with the provision of a warehouse of ready, usable materials.

The site now has a broad category of lesson plans from business and economics to the media to even politics and law. The user-friendly site also includes search functions that can aid in anyone who wishes to find materials streamlined to the different levels be it primary or secondary or even higher tertiary education.

Users may also find lesson activity plans for debates, role playing, group discussions and others.

A refreshing lesson plan that caught this reporter’s eye is a lesson plan on medical ethics that was created by Dr Lee Hin Peng, a health specialist. The graphics are created by an illustrator.

“This site is the epitome of active citizenry," Padman said.

Padman also highlighted that teachers also face another challenge of cramming both the basic syllabus requirements as well as updating students on current affairs – and time is never enough.

Li believes that if the lesson plans are made readily available online, teachers may feel more “empowered” to tackle such sensitive issues “in a class at an appropriate level”.

She noted that when it comes to educating current topics such as the recent subject of the Bukit Brown cemetery issue and others, some teachers have engaged in self-censorship.

Li was inspired by the sharing culture at Anglo-Chinese Junior College and Singapore Polytechnic. She formerly worked at ACJC as a General Paper teacher and is now an Adjunct Lecturer at SP.

“I think that talking about current, controversial issues and/or culture wars is a great way to teach current affairs, critical thinking.  It's a great way to engage students and make them realise they are a part of our society and they have the power to voice their opinions, critically examine the status quo and do their part in shaping society for the better. We want to encourage teachers to do this.”

Government counsel David Pannick told the Court of Appeal the original ruling was mistaken as it restricted the authorities' ability to determine who can permanently reside in Hong Kong and who cannot.

The High Court ruling on September 30 gave Filipina domestic worker Evangeline Banao Vallejos the right to request permanent residency status, something that had been denied to foreign maids until then.

"It is our respectful submission that (this) decision was wrong as a matter of law," Pannick said at the outset of the hearing.

He said the city authorities should be given some discretionary power to decide who was eligible for residency, rejecting arguments that restrictions on maids were unconstitutional and discriminatory.

"There is no undermining of the rule of law if the legislature enjoys a certain margin of discretion," he told the court.

Most foreigners can apply to stay in Hong Kong after seven years of uninterrupted residency, gaining access to voting rights, benefits such as public housing and the right to live in the Chinese city without a work visa.

But that right had been denied to the city's 292,000 foreign maids, mostly from the Philippines and Indonesia, until Vallejos won her challenge last year.

High Court Judge Johnson Lam ruled the law unconstitutional in a decision that sharply divided opinion in the city of seven million people.

Officials warned it could open the floodgates to hundreds of thousands of residency requests from maids, some of whom have lived in the city for decades without access to residency status.

Vallejos' lawyer, Mark Daly, said the 59-year-old mother-of-five has yet to be granted permanent residency due to the ongoing legal dispute. She has lived in Hong Kong since 1986.

Filipino Migrant Workers' Union vice-chairman Eman Villanueva said the government was entitled to appeal but accused it of wanting to discriminate against foreign domestic workers.

"On our part, it's disappointing not because the government is appealing but from the beginning they expressively said that foreign domestic helpers should not be given the same right," he told AFP outside the court.

A small group of people protested at the court against the extension of residency rights to domestic workers.

The hearing has been scheduled to run until Thursday.

Mazda Motor is to raise the cash as it comes under pressure from the strong yen and slow global demand, according to a report by national television network NHK, which did not cite its sources.

The car company will also take out subordinated loans totalling 70 billion yen from various banks. The loans come with higher interest rates but are payable only after satisfying other debts.

The report comes weeks after Mazda Motor said it expects to lose 100 billion yen in the year to March, a fourth straight annual loss.

In afternoon trade the firm was down 14.28 percent at 138 yen.

With the added capital Mazda, Japan's fifth-largest automaker by volume, aims to build factories and boost its presence in foreign markets, particularly emerging economies such as Mexico, NHK said.

A company spokesman declined to immediately comment on the report.

Japanese automakers have come under pressure from the soaring yen, which last year hit record highs against the dollar, making exports relatively more expensive overseas and cutting the value of repatriated earnings.

The trend has encouraged many manufacturers to move factories overseas.

Mazda, along with its domestic rivals, has also seen global sales slip due to slower demand from Europe, which is battling a long-running debt crisis.

In addition, severe flooding in Thailand last year disrupted its global supply chain just as it was recovering from Japan's earthquake and tsunami in March.

In a joint statement on Wednesday, the CPF Board and the Housing and Development Board (HDB) announced that the computed CPF interest rate worked out to be 0.16 per cent per annum.

It is derived from the major local banks’ interest rates for the three-month period from 1 November 2011 to 31 January 2012.

However, members will receive the higher rate of 2.5 per cent as legislated by the CPF Act.

In addition, an extra one per cent interest will continue to be paid on the first S$60,000 of a member's combined balances, with up to $20,000 from the OA.

The extra interest from the OA will go into the member's Special or Retirement Account to enhance his retirement savings.

Meanwhile, the concessionary interest rate for HDB mortgage loans, which is pegged at 0.1 percentage point above the CPF interest rate for the OA, will remain unchanged at 2.6 per cent per annum from 1 April to 30 June 30 this year.

“The images posted online by the blog shops are not a true reflection of the products that I receive at times,” said the 23-year-old undergraduate. She added, “The fit can be totally off with poor workmanship.”

Just like all her friends, Tan does not bother complaining because she knows it’s going to be a lost cause and “at the moment, there is no such law to protect consumers”.

With the newly proposed “lemon law”, things could be about to change for her.

According to the Ministry of Trade and Industry (MTI), the proposed amendments to the Consumer Protection (Fair Trading) Act and the Hire Purchase Act (HPA) will provide consumers with additional remedies beyond just rejecting and getting a refund for defective goods.

If a defect is found within six months of purchase, the retailer may first offer to repair or replace the defective good without significant inconvenience to the buyer. If that is not possible, the consumer may keep the defective good and ask for a partial refund or return it for a full refund.

Responding to the new law, Tan said, “This sounds like a great consumer law. It will actually be more useful to online shoppers where we can’t see and feel our goods.”

She added, “I can totally make my case and ask for an exchange now.”

Nelson Soh, 44, senior business development manager agrees. “The new bill will help to protect consumers against bogus retailers.”

However, Soh feels that consumers may abuse their rights and problems may arise.

He recalled buying a hard disk that didn’t work three years ago. “My only gripe was that I had to go all the way down to the distributor to exchange the product,” he said. “Generally, the existing law is sufficient to protect you if you know what problem lies with the product.”

Similarly, Tan said, “Six months sounds really long for a business to take ownership. I am worried about how the new law is going to be effective and whether it will give rise to more grouses without actual results.”

“On a hypothetical level, I can imagine lots of fights between businesses and consumers,” she added.

With the proposed amendments, MTI hopes to improve the image of the retail industry of Singapore and foster good business practices among retailers. The ministry also aims to make the transactional process between consumers and retailers more transparent.

"Tiger Airways Holdings Limited is pleased to announce that PT Mandala Airlines' Air Operator's Certificate has been reactivated by the Indonesian Director General of Air Communications," the Singapore budget carrier said.

"Information regarding the number of aircraft, the initial routes and destinations for Mandala will be announced soon. The resumption of flights is scheduled for April 2012."

Mandala Airlines' clearance to fly culminated a year of financial restructuring after the carrier was grounded in January 2011 due to its enormous debt.

As a result of the restructuring, Indonesian investment company Saratoga Group holds a majority 51.3 percent stake, with Singapore budget carrier Tiger Airways owning 33.0 percent through wholly-owned subsidiary Roar Aviation Pte Ltd.

The remaining 15.7 percent stake will be held by Mandala's previous shareholders and creditors.

Mandala Airlines -- which was owned by the Indonesian military until 2006 when private investors took over -- will adopt Tiger Airways' low-cost carrier model and will use Airbus A320 aircraft in its fleet.

It aims to fly within Indonesia and to international destinations within a five-hour flying radius.

On Wednesday, WP party chairman Sylvia Lim told the media Yaw was expelled after he failed to give a proper account of his alleged indiscretions in his private life to the party leadership. She said he repeatedly did not show up for meetings when summoned.

Under the Constitution, once an elected Member of Parliament ceases to be a member of, or is expelled or resigned from the political party for which he stood in an election, the seat shall become vacant.

Regina Chua, 34, an auditor who has lived in Hougang SMC for six years, said, “The party did well to sack him. It was a brave move and it shows they are willing to choose morals over power.”

She added, “Regardless of who stands in the by-election, I will still pick the WP because it has done a good job for residents here.”

Another resident of 15 years, Desmond Chin, 31, systems engineer said: “To me, it is a long overdue move. But at least they have done it now. By sacking Yaw, the WP is showing Singapore that it expects its MPs to not just be passionate about serving constituents but also be morally upright. “

But he said he will only decide who to vote for in the by-election after the candidates from both sides have been confirmed.

Pamy Tan, a research writer, thinks that this shows well on WP in “preserving a good image”. However, she remains skeptical if it will truly benefit the residents in the case of a by-election.

But the scrutiny is undoubtedly on WP and their upcoming performance. Tan said that she will choose where to place her vote carefully in the upcoming election “based on what WP says in rallies. I’d hear what they have to say and based on my assessment, I’d see who I’d vote for”.

The last elections saw People’s Action Party candidate Desmond Choo contest the single-seat ward against Yaw. At press time, Choo could not be reached for comment on whether he will contest in a by-election.

However, his supporters are already geared up to vote him in.

Facebook user Kwek Kah Heong posted on Choo’s wall: “Get ready for another fight!”

The identities of the victim and the accused -- a 44-year-old former security guard -- were not published on court orders.

The newspaper said the incident took place in September 2009, when the maid stepped outside the apartment where she worked to reach the circuit box located outside after the electricity tripped.

The accused, who lived in the opposite flat, then pushed her into the empty apartment and forced himself on her before cutting her with a pair of scissors and strangling her with a piece of string, the court heard.

Police found the woman lying at the foot of her housing block, seriously injured but alive.

If convicted of the charges which include attempted murder and aggravated rape, the accused could face life imprisonment and up to 24 strokes of the cane.

More than 200,000 women, mostly from the Philippines and Indonesia, work as maids in wealthy Singapore.

The farmers, mostly older people and women, stood outside the National Assembly office in the city centre, holding signs saying: "EcoPark... robbed land from the people," an AFP reporter saw.

EcoPark is the name of a satellite city being developed by private company Viet Hung Co. Ltd., which the farmers say has been granted some 500 hectares (1,235 acres) of their land in Hung Yen province without proper negotiations.

The Viet Hung company has been trying since 2004 to build the new city on the land, which is about 50 kilometres (31 miles) southeast of Hanoi, for a total investment estimated at around 250 million dollars.

After a series of protests staged by the farmers in 2006, the project was temporarily suspended, but the development has since restarted, the farmers claim.

"They took around 2,100 square metres of my family's land for road construction. We do not accept the compensation they offered. We don't want to lose our land for this project," Vu Thi Thu, 63, from Hung Yen province, told AFP.

"We are here to ask for intervention from the government. We want our agricultural land back -- for our children," Thu said, adding that there were seven people in her family and they could not afford to buy new land elsewhere.

Land disputes with local authorities are an increasingly contentious issue in communist Vietnam, where all land is owned by the state and usage rights are not always clear or protected.

The government says it provides adequate compensation for those being relocated, but corruption among local officials alleged to have siphoned off the allocated funds for personal use has led to increased unrest.

In a high-profile recent incident in the port city of Hai Phong, a farmer injured six police officers as he resisted a forced eviction which Prime Minister Nguyen Tan Dung later declared illegal.

Dung has vowed to punish corrupt local officials in that case and called on local officials nationwide to "actively reconsider" their land management policies.

VIENNA, Dec 14 (Reuters) - OPEC oil producers on

Wednesday sealed their first new production limit in three years

in a deal that settles a 6-month-old argument over output levels

firmly in Saudi Arabia's favour.

The Organization of the Petroleum Exporting Countries agreed

a supply target of 30 million barrels daily, roughly in line

with current production. It did not discuss individual national

quotas.

The agreement caps output for all 12 OPEC members for the

first half of 2012 but will keep supply running near 3-year

highs -- enough to rebuild lean global inventories.

"We're not going to bypass it, we're going to adhere to it,"

said OPEC Secretary General Abdullah al-Badri of the new limit.

Higher supply from OPEC, mostly from Saudi Arabia and its

Gulf allies, has kept a leash on oil prices as Riyadh seeks to

help nurture global growth by keeping fuel costs under control.

Brent traded near $108 on Wednesday, down from a year-high

$127 in April.

Saudi was angered when its proposal to lift output in June

was rejected and responded by pushing output to its highest in

decades, more than compensating for Libyan output lost to civil

war.

It said it pumped 10 million barrels a day last month, in

what delegates said was a demonstration of strength to the rest

of OPEC.

Now Saudi must decide whether to cut back to make room for

rising Libyan output or keep the taps open in a bid to bring oil

prices down below $100 a barrel.

"Someone has to cut back to accommodate Libya, that has to

be done," said analyst Lawrence Eagles of JP Morgan. "As always

with OPEC the proof will be in the pudding. How closely will

they stick to the new limit?"

"The main issue for OPEC now is to accommodate rising Libyan

production. If the Saudis want to protect prices and maintain

spare capacity - an issue which worries the market - then they

would need to cut back," said Amrita Sen of Barclays Capital.

"Iran raised no obstacle because they needed a deal and the

deal effectively maintains current status quo."

SAUDI WON'T STEP BACK FOR LIBYA

Price hawks Iran, Venezuela and Algeria, all of whom already

pump at full capacity, failed to get a commitment from Saudi and

its fellow Gulf producers Kuwait and the UAE to make room for

the restoration of Libya's supply.

"If Libya increases it doesn't necessarily mean Saudi will

cut," said Saudi Oil Minister Ali al-Naimi.

"We don't react to that, we react to market demand," he

said.

Libya's oil minister took the same line. Asked if Saudi

would reduce he said: "There is plenty of room for everyone,

plenty of demand."

That will concern the price hawks who want to keep oil

prices above $100 a barrel.

"We think the present level is appropriate for producers and

consumers," Algerian Oil Minister Youcef Yousfi said of prices.

"Prices are reasonable," said Iranian Oil Minister Rostam

Qasemi.

The Gulf Arab producers would prefer lower prices to help

nurture global economic growth. The UAE said recently that

$80-$100 was preferable.

"Saudi Arabia is the central banker of the oil market and

the decision that they will bring more oil to the market is

definitely a good one," said Fatih Birol, chief economist at

consumer body the International Energy Agency.

World oil inventories, boosted by rising Libyan oil output,

at 1 million bpd this week from a pre-war 1.6 million bpd,

should now rise.

OPEC's secretariat calculates that 30 million barrels a day

from OPEC will meet demand in the first half of the year and

build stocks by 650,000 bpd.

According to the U.S. Energy Information Administration

(EIA) that would lift inventories among industrialised OECD

nations from 56 days of OECD demand now to 60 days by the middle

of 2012.

OPEC next meets on June 14.

The Denver-based Greatest Generations Foundation took 23 veterans to the Punchbowl cemetery last week to commemorate the 70th anniversary of the attack on Pearl Harbor. The veterans found it offensive that the crew members didn't stop production while the national anthem and taps were played and that they were walking on graves, said Steffan Tubbs, a foundation board member and co-host of KOA-AM's morning news show in Denver.

Tubbs visited the cemetery with the group, which conducted a small ceremony there.

The crew was filming a scene involving a lead character visiting his father's grave, "which in reality was surrounded by the real graves of WWII heroes," Tubbs said Tuesday. "It didn't seem right."

Cemetery Director Gene Castagnetti said the filming was approved beforehand. He added walking on graves is unavoidable and not considered disrespectful if done carefully.

It came as a surprise that the veterans would be laying roses during their ceremony, taking them to locations in the cemetery where the crew was filming, Castagnetti told the Honolulu Star-Advertiser.

While payment is not required for filming at the cemetery, "Hawaii Five-O" donated $1,000, KHON-TV reported. The show has filmed there several times previously.

"We were surprised to hear this report and are looking into the matter," CBS said in a statement. "Our veterans deserve the highest level of respect and reverence for their service, particularly during a ceremony honoring those who paid the ultimate sacrifice."

The show's executive producer Peter Lenkov apologized in a statement Tuesday, saying that the crew is made up of mostly locals, many with military ties, and that the series "carries a demonstrative pro-military message."

"On behalf of the Hawaii Five-O production unit, we'd like to apologize to any veterans and members of the Greatest Generation Foundation whom we unintentionally offended when our events coincided," he said. "Contrary to some reports, to show respect, our crew did cease production for the playing of the national anthem, taps and for the remainder of the ceremony."

Any rudeness can be "attributed to haste to finish our work," the statement said.

Figures from the Office for National Statistics showed that 2.64 million people were unemployed in Britain at the end of October — that's the highest level since 1994 and 128,000 more than in the previous quarter.

Unemployment among 16 to 24 year olds increased by 54,000 to 1.03 million — the highest level since records of youth employment started to be kept in 1992. And the number of women unemployed swelled by 45,000 to 1.1 million, the highest since 1988.

The British government has been heavily criticized for cutting programs that help young people break into the job market, and opposition leader Ed Miliband has said in the past that the country faces having a "lost generation" of people who find it impossible to get work.

The statistics office also revealed that public sector employment had also fallen by 67,000 to just below 6 million — the first time the level has been that low since 2003.

Cutting costs in the public sector has been a key part of the British government's strategy to reduce the country's debt. It has clashed with public sector unions over its austerity measures, with unions saying the cuts are unfair and hit poorly paid workers the hardest.

Dave Prentis, leader of the public sector union Unison, said the latest unemployment figures showed the government strategy is failing.

"The government continues to ignore the human cost and push ahead with its hard and fast cuts, clinging to the hope that a struggling private sector can pick up the pieces," he said. "These figures deliver a cold hard dose of reality. It is shameful to see that yet again women, who make up the majority of low-paid public sector workers, are the hardest hit by job losses."

Employment minister Chris Grayling said there were signs the labor market was stabilizing despite the poor report.

The government had hoped that the private sector would create jobs to compensate for those lost in the public sector but the ongoing economic crisis has meant that a number of companies are struggling to stay afloat.

Tour operator Thomas Cook added to the bad news with an announcement Wednesday that it will close 200 stores and cut over 660 jobs in Britain as families with young children decide to stay home instead of holidaying at its all inclusive beach resorts.

Thomas Cook also reported its final year results Wednesday, after postponing their release as it sought new agreements with its creditors. It said its operating profit fell 16 percent to 303.6 million pounds ($471 million.)

Thomas Cook shares are down 6.6 percent to 13.84 pence in late morning trading.

After a stringofdownbeatforecastsfrom chip companies on the fourth quarter, Broadcom this morning said that its own results for the quarter would be at the high-end of its previous forecast range. The company now sees revenue for the quarter of about $1.8 billion; Street consensus was $1.77 billion.

The company also said product gross margin will be at the high of the prior range, and roughly flat sequentially.

R&D plus SG&A will be about $5 million lower than expected on a GAAP basis and in-line on a non-GAAP basis, with slower than anticipated hiring and "certain credits" in the period.

The chip makers expects to end the quarter with $5.1 billion in cash and marketable securities.

"Broadcom's Q4 is coming in stronger than expected driven by solid shipments and tight operational management," CEO Scott McGregor said in a statement.

BRCM this morning is up $1.99, or 7.1%, to $30.18.

Reuters polls of over 250 economists taken over the past week found hatchets taken to 2012 forecasts for the euro zone, Britain and Japan as ultra-loose monetary policies have failed to stimulate enough growth.

Once-booming economies in Asia have also felt the effects of the slowdown, but earlier on Wednesday China pledged to guarantee growth in the face of an "extremely grim" outlook for the global economy in 2012.

European Union leaders made an historic step towards fiscal union last week but there are fears it will not be enough to ease the debt crisis that has brought the bloc to its knees. Financial markets have reacted negatively.

"The move decided towards fiscal union can contribute to calm market fears, but not quickly," said Jean-Louis Mourier, economist at Aurel BGC.

The 17-nation bloc is already in a recession that will last until next April and growth will be flat next year, according to the latest Reuters poll.

Britain's 2012 growth forecast was slashed to just 0.6 percent from 1.0 percent a month earlier. Analysts gave an even chance that Britain, whose main trading partner is Europe, would fall back into recession within the next 12 months.

Economists predicted Japan's economy will shrink in the fiscal year to next March thanks to the yen's relentless strength as well as supply chain disruptions from a devastating earthquake earlier this year.

But the U.S. economy, the world's biggest, probably picked up speed in the last few months and will grow moderately in 2012, staving off the need for additional stimulus from the Federal Reserve.

U.S. growth was expected to average 2.1 percent next year, unchanged from November's poll, and more than half the economists polled said they do not expect the Fed to undertake another round of quantitative easing next year, known as "QE3".

"It's still this very gradual recovery, picking up a little bit more steam, but not really making up a lot of the ground that was lost in the labor market," said Scott Brown, chief economist at Raymond James.

A surprise drop in the unemployment rate last month to 8.6 percent, as well as relatively strong consumer spending has buoyed growth expectations for the current quarter, with forecasts revised up.

But GDP growth is expected to slow sharply to 1.8 percent in the first quarter, providing scant relief to U.S. President Barack Obama ahead of an election year.

At its annual policy-setting conference Beijing delivered a series of commitments to deliver economic stability, laying out a blueprint for the world's second-biggest economy in the year ahead. It promised to keep monetary policy "prudent", fiscal policy "pro-active" and consumer prices stable.

Major central banks have slashed interest rates to record lows and pumped trillions of dollars into the money supply in an attempt to heat up tepid growth.

The European Central Bank -- which hiked interest rates earlier this year before performing an about-turn -- is seen cutting them to a record low of 0.75 percent early next year.

Across the Channel, the Bank of England -- which has already cut rates to 0.5 percent -- is seen increasing its asset purchase programme next year by an additional 75 billion pounds.

Analysts expect the Bank of Japan to stick to its ultra-easy monetary policy until the end of the fiscal year to March 2013 at least and also see a chance of further easing steps.

The BOJ has expressed its readiness to offer additional stimulus if its scenario of a moderate recovery is threatened.

"There is a possibility the BOJ will ease policy in January-March if share prices tumble and the yen further appreciates on the back of overseas dismay," said Yoshiki Shinke, a senior economist at Dai-Ichi Life Research Institute.

In that case, "The BOJ may top up its asset buying scheme or it may change what it buys in the scheme."

In a report to Parliament that raises serious questions about the safety of moving dangerous goods through pipelines and along highways, Commissioner Scott Vaughan also said the federal environment ministry has been lax in enforcing regulations and slow to deal with shortcomings in training of officers.

Vaughan released the report as the National Energy Board and environmental regulators prepare to conduct hearings into Enbridge Inc's C$5.5 billion ($5.3 billion) Northern Gateway Pipeline to the Pacific Coast from the Alberta oil sands. The project is opposed by environmentalists and many aboriginal groups, partly due to fears of pipeline ruptures and oil spills along the route and in coastal waters.

The NEB regulates 71,000 km (44,000 miles) of oil and gas pipelines in Canada, more than half of them less than 30 years old, but nearly a third built between 30 and 50 years ago. More than 12 percent are more than half a century old.

The commissioner singled out as deficient the board's compliance verification, or making sure that regulated pipelines and other facilities are being fixed once problems are identified.

He noted that 29 of a sample of 45 compliance activities had identified problems with systems and processes aimed at ensuring safety, pipeline integrity and environmental protection. In 93 percent of those, Vaughan found no evidence that the board had followed up to make sure the concerns had been addressed.

"As a consequence, we have concluded that the board has not exercised a key element of regulatory monitoring: ensuring that identified weaknesses have been corrected by the regulated companies," he wrote.

In addition, the report said another NEB responsibility, making sure companies' procedure manuals for emergencies such as oil spills and gas leaks are up to date, is also lacking.

It pointed out that just three of 30 manuals studied contained evidence that deficiencies had been communicated to the companies and only one showed that the regulator had checked to make sure that problems had been corrected.

Vaughan also criticized insufficient enforcement of environmental laws by the federal environment ministry and what he referred to as "significant shortcomings" in the training of environment officers to deal with offences.

"We concluded that the enforcement program was not well managed to adequately enforce compliance with the Canadian Environmental Protection Act ... and ensure that threats to Canadians and their environment from pollution are minimized," he wrote.

The Organization of the Petroleum Exporting Countries agreed a supply target of 30 million barrels daily, roughly in line with current production. It did not discuss individual national quotas.

The agreement caps output for all 12 OPEC members for the first half of 2012 but will keep supply running near 3-year highs -- enough to rebuild lean global inventories.

"We're not going to bypass it, we're going to adhere to it," said OPEC Secretary General Abdullah al-Badri of the new limit.

Higher supply from OPEC, mostly from Saudi Arabia and its Gulf allies, has kept a leash on oil prices as Riyadh seeks to help nurture global growth by keeping fuel costs under control.

Brent traded near $108 on Wednesday, down from a year-high $127 in April.

Saudi was angered when its proposal to lift output in June was rejected and responded by pushing output to its highest in decades, more than compensating for Libyan output lost to civil war.

It said it pumped 10 million barrels a day last month, in what delegates said was a demonstration of strength to the rest of OPEC.

Now Saudi must decide whether to cut back to make room for rising Libyan output or keep the taps open in a bid to bring oil prices down below $100 a barrel.

"Someone has to cut back to accommodate Libya, that has to be done," said analyst Lawrence Eagles of JP Morgan. "As always with OPEC the proof will be in the pudding. How closely will they stick to the new limit?"

"The main issue for OPEC now is to accommodate rising Libyan production. If the Saudis want to protect prices and maintain spare capacity - an issue which worries the market - then they would need to cut back," said Amrita Sen of Barclays Capital.

"Iran raised no obstacle because they needed a deal and the deal effectively maintains current status quo."

SAUDI WON'T STEP BACK FOR LIBYA

Price hawks Iran, Venezuela and Algeria, all of whom already pump at full capacity, failed to get a commitment from Saudi and its fellow Gulf producers Kuwait and the UAE to make room for the restoration of Libya's supply.

"If Libya increases it doesn't necessarily mean Saudi will cut," said Saudi Oil Minister Ali al-Naimi.

"We don't react to that, we react to market demand," he said.

Libya's oil minister took the same line. Asked if Saudi would reduce he said: "There is plenty of room for everyone, plenty of demand."

That will concern the price hawks who want to keep oil prices above $100 a barrel.

"We think the present level is appropriate for producers and consumers," Algerian Oil Minister Youcef Yousfi said of prices.

"Prices are reasonable," said Iranian Oil Minister Rostam Qasemi.

The Gulf Arab producers would prefer lower prices to help nurture global economic growth. The UAE said recently that $80-$100 was preferable.

"Saudi Arabia is the central banker of the oil market and the decision that they will bring more oil to the market is definitely a good one," said Fatih Birol, chief economist at consumer body the International Energy Agency.

World oil inventories, boosted by rising Libyan oil output, at 1 million bpd this week from a pre-war 1.6 million bpd, should now rise.

OPEC's secretariat calculates that 30 million barrels a day from OPEC will meet demand in the first half of the year and build stocks by 650,000 bpd.

According to the U.S. Energy Information Administration that would lift inventories among industrialised OECD nations from 56 days of OECD demand now to 60 days by the middle of 2012.

OPEC next meets on June 14.

The ratio of household credit-market debt, which includes mortgages, consumer credit and loans, to disposable income rose to 150.8 percent from 148.5 percent in the second quarter.

Bank of Canada Governor Mark Carney said on Monday that Canadians are now more indebted than their American and British counterparts and that household debt was the biggest, home-grown risk to the financial system.

Carney and Finance Minister Jim Flaherty say they are worried Canadians are sinking too deeply into debt as a result of very low interest rates, exposing them to the possibility of bankruptcy if they were to lose their jobs or if home prices were to fall sharply.

The Bank of Canada warned earlier this year that the number of Canadians who were vulnerable to an adverse economic shock had risen to its highest level in nine years.

Most economists, however, don't expect debt levels in Canada to spiral out of control.

"We expect credit growth to continue to moderate during the forecast horizon, which combined with our expectation of only modest increases in interest rates starting in the second half of 2012, should keep the costs of servicing the elevated debt loads manageable," said David Onyett-Jeffries, economist at RBC Economics.

Household net worth fell by 2.1 percent in the third quarter, its second straight quarterly decline. Canadians held more assets in the form of real estate but the value of their stocks and pensions fell.

National net worth - which includes households, corporations, governments and nonresidents - rose 1 percent to C$6.5 trillion ($6.31 trillion). Net worth grew in the corporate sector and fell in the government sector.

On a per capita basis, net worth rose to C$189,100 from

C$187,900.

Although vascular products, including coronary and carotid stents, account for only 10% of Abbott's estimated 2011 revenues of $38 billion, its dominance together with Boston Scientific is hard to crack. But there's a newcomer, tiny as it is, that might continue to push Abbott and Boston Scientific to work harder to make sure their leaderhip in the stent business remains secure.

Abbott's medical devices business is led by its world-leading stent brand XIENCE and XIENCE Prime stents. Its stents and other medical devices will help Abbott continue to deliver double-digit earnings growth, says Glenn Novarro, analyst at RBC Capital Markets, who rates Abbott's stock, now at $54 a share, as outperform with a year's target of $60.

At Boston Scientific, the FDA approved in mid-November its next generation drug-eluting stent PROMUS Element, which features a new platinum chromium alloy, a higher density material than cobalt chromium used in its earlier PROMUS stents. BSX plans to launch the new product soon, which is easier to put in place and has greater radial strength, says Novarro. He also rates BSX, now at $5.34 a share, as outperform. With the exiting of Johnson&Johnson (JNJ) the stent business after 20-year run, Novarro expects Abbott and BSX will each gain $100 million in stent sales in 2012, with Medtronic (MDT), another medical device maker, picking up $50 million.  

The upstart outfit that has developed and marketed in Europe a new stent technology is InspireMD (NSPR), a small company that has produced MGuard, a new type of stent whose technology seeks to avoid problems that have bedeviled some of the existing products. So much so that MGuard has obtained in 2007 a European CE Mark, which is equivalent to an approval by the US. Food and Drug Administration. MGuard is now being marketed in 40 countries where some 18,000 have been sold. 

MGuard has also attracted Sol Barer, the former chairman of Celgene, one of the most successful U.S. biophamaceutical companies, to join the tiny company's board. On Nov. 18, 2011, Barer agreed to become its chairman. At the same time, he bought one millons shares of InspireMD's stock at $1.50 a share.   

During Barer's many years as chairman of Celgene, its stock became a high flier, rocketing from under $1 a share in 1998 to a high of $76 in 2008. It's now at $61. Celgene became a roaring success in developing and making drugs for the treatment of blood cancer and solid-tumor cancer, as well as inflammatory diseases. Instead of seeking reelection to Celgene's board, Barer opted to jump to InspireMD.

His move to InspireMD attracted some big investors, including Paul Stuka, managing partner at Osiri Partners, who bought $3 million worth of InspireMD's stock at $1.50 a share. A former portfolio manager at Fideltiy Management and before that portfolio manager at State Street Research and Management, Stuka has joined the board. Since Barer's switch to InspireMD, its stock has jumped, to $2.20 a share.

What exactly is the difference between the Abbott-BSX stents and InspireMD's MGuard? The latter is commonly used to treat patients experiencing acute myocardial infarcation, or heart attack. MGuard is distinguished by a micron-fine mesh sleeve that covers the outside of the stent.

This mesh is designed to trap material against the sides of the coronary artery so it doesn't  travel downstream and clog the heart's microvasculature. MGuard also traps debris after a heart attack in a saphenous vein graft following coronary artery bypass surgery, says  Raymond Myers, analyst at investment bank Benchmark. He also notes that the mesh diffuses pressure and impact of the stent on the artery's wall and reduces injury to the vessel. The primary target of MGuard, he says, is the myocardial infarcation stenting segment, estimated to be about a $1.6 billion market. The U.S. accounts for some 36% of global stenting procedures, he figures. Myers estimates the U.S. coronary stent market last year totaled $3.4 billion.

The FDA has yet to approve MGuard, which has successfully undergone two private studies that showed the stent to be "of marked benefit to patients suffering from myocardial infarcation, or heart attack," says Marc Rollins, analyst at Catalyst Financial Resources, in a recent report on InspireMD. The company is in the midst of organizing a clinical study preparatory to seeking FDA approval. The study is being conducted by a Harvard medical research unit. Analysts expect that if the study meets the FDA's requirements, MGuard's approval could come as early as 2015.  

Rollins says InspireMD's stent is specifically suited for the carotid arteries as it lessens the likelihood of procedural problems, and reduces the occurrence of strokes. He believes InspireMD has found a "winning combination of technologies that appeals to physicians when working on riskier acute coronary syndrome patients." 

Rating the stock a buy, the analyst sees the stock of InspireMD climbing to $5 a share over the next six to 12 months. He bases his price target on projected earnings of 38 cents a share in 2015. Apart from the quality of the MGuard stent, Rollins is encouraged by Barer's joining InspireMD as its chairman, as well as the early investment in the stock by Paul Stuka, a 30-year investment industry veteran. "They wanted in, in a big fashion -- and wanted in quickly," notes Rollins.

The protests in Wukan in the southern province of Guangdong were triggered by local anger over a government land requisition and saw hundreds of demonstrators attack a police station and ransack vehicles.

Residents accused authorities of forcibly grabbing their land and not compensating them, but the government insisted the process was lawful.

Land grabs have become a hugely contentious issue in China, where authorities are accused of colluding with developers in lucrative real estate deals that have become an important source of government revenue.

On Monday a local villager whose name AFP has withheld for his protection said the roads around Wukan had been blocked by police, who he said numbered in the thousands, and that the Internet had been cut off.

“People can't come in and we can't go out ... We won't survive if the situation keeps going, as we have no food,” he told AFP by phone in an account confirmed by another resident.

“We normally have to buy food from outside, but we are blocked, so we can't buy it,” he said.

Authorities have so far detained five people for their alleged role in the unrest in September, including Xue Jinbo, who died on Sunday.

The government of Shanwei — a larger area that has jurisdiction over Wukan — said Xue “suddenly felt unwell” after three days in detention and was rushed to a local hospital where he later died.

“A man is dead but he wasn't beaten to death — that is all we can tell you,” a local government official who did not give her name told AFP by telephone.

A statement posted on the government's website on Sunday said the hospital had determined it was a “sudden cardiac death,” and had “so far ruled out other causes.”

However, one relative of the victim told AFP there were indications he had been beaten.

“I don't believe that he died yesterday in hospital. He must have died before he was sent to hospital,” said the man, who asked not to be identified.

“His daughter ... collapsed when she saw the body and she saw that some finger bones were broken. There were bruises on his back. The skin of his chest was broken. We are convinced that he was beaten to death.”

The Shanwei government said in a separate statement that police had gone to Wukan on Sunday to clear away trees and nail-studded planks laid across roads leading to the village by “criminals.”

One villager told AFP they had put up the blocks to try and stop police from coming and arresting more people.

The government made no mention of police blocking people from coming in or out of the village, and calls to various government and Communist Party departments in the area went unanswered.

South Korea, which had asked China's ambassador just last week to try to rein in illegal Chinese fishing its waters, lodged a strong protest with the diplomat over the latest incident — the first deadly clash between the South Korean coast guard and Chinese fishermen in three years.

China's Foreign Ministry, meanwhile, urged Seoul to safeguard the rights of detained Chinese fishermen. However, an analyst said the incident was unlikely to significantly affect overall ties between the countries.

Officers from two coast guard ships boarded the fishing boat over suspicions it was illegally operating Yellow Sea waters rich blue crabs, anchovies and croaker, when the captain attacked with an unidentified weapon, coast guard spokesman Kim Dong-jin said.

A South Korean officer stabbed in the side was taken by helicopter to a hospital in the port city of Incheon but later died, Kim said. The other officer was stabbed in the abdomen and was to undergo surgery. The Chinese captain had minor injuries from the fight and was also taken to the hospital, Kim said.

The weapon was not identified. Besides the captain, eight other Chinese fishermen on the boat were arrested and taken to Incheon, the coast guard said in a statement.

Chinese Foreign Ministry spokesman Liu Weimin said Monday in Beijing that the ministry was ready to work with South Korea on the case. He told a daily news conference that Chinese authorities had taken steps to better educate fishermen “to prohibit cross-border fishing and irregularities.”

Liu called on Seoul to “fully protect the legitimate rights and interests of Chinese fishermen and provide them with due humanitarian treatment.”

Last week, South Korean authorities raised fines levied on foreign fishing vessels caught operating in Seoul's self-declared exclusive economic zone, an apparent reflection of the government's impatience with a rising number of Chinese boats found fishing in the waters.

The wife of Cheng Shin Chairman Lo Chieh passed away at the age of 80 in March 2010 and left assets worth more than NT$13 billion.

Chang Liang-yen, chief of Dachun Township, said his administration recently received a fund totaling NT$1.025 billion from the National Tax Administration that allocated 80 percent of the inheritance tax to the local administration in accordance with existing regulations.

Chang held a meeting with his staff yesterday to find the best ways to utilize the fund, which equals to the town's budget for five years.

Following discussions, Chang decided to allocate NT$5 million as public funds of the town and deposit the remainder to earn interest of more than NT$9.18 million each year for other uses.

The interest earning will be offered as subsidies to the families of newborn babies to help increase the population in the area, present scholarships for the younger generation's education, and provide financial aid to underprivileged residents.

Some financial institutions had dispatched executives to persuade Chang to deposit the fund in their banks for higher interest earnings.

But Chang said he and his staff decided to keep the fund at the local credit cooperative of the Dachun Farmers Association in spite of lower interest payment.

At least 15 children died and eight others were injured, one of them seriously, said a spokesman for the Jiangsu provincial government, who like many Chinese officials refused to give his name. The official Xinhua News Agency said the bus was carrying 29 students and was designed for 52 people, so was not overloaded.

The accident occurred Monday evening as the bus was traveling along a rural highway outside the city of Xuzhou in the province's north. News reports said it careened off the road after swerving to avoid a pedicab.

"My husband ... used one hand to grab two or three (children) and the other to grab another two or three," said the wife of Tian Shengwei, who owns a nearby food processing factory.

"The water was not very deep, probably more than a meter (yard) or so, up to an adult's waist, but it was deep enough to drown some of the children," said Tian's wife, who would give only her surname, Zhang.

"We tried so hard and cracked open one of the windows and started to pull the kids out. It was freezing cold," she said by phone.

She said the children ranged in age from six to about 14.

The crash comes amid an emotional national discussion over the poor condition of Chinese school buses and chronic underfunding of public schools, particularly in rural areas which have lagged far behind cities over the past three decades of rapid economic development.

On Monday, a school bus was hit by a truck in southern Guangdong province, injuring 37 of the 59 students on board, Xinhua reported.

Last month, 19 students and two adults were killed when a nine-seat private school van packed with 62 children crashed head-on with a truck in northwest Gansu province.

That was followed by a high-profile pledge from Premier Wen Jiabao that new rules to ensure school bus safety would be drafted within a month. Wen said central and local governments would bear the cost of bringing often-shoddy buses up to standard.

New regulations proposed Sunday by China's Cabinet provide guidelines such as forbidding private vehicles from overtaking buses when students are getting on or off, but do not address to what extent the government will fund school transport.

Many school buses are operated by car rental companies and even co-financed by parents.

DDP En Route to Presidential Office

Democratic Progressive Party (DDP) presidential candidate Tsai Ing-wen will start a “citizen activity” next week. The party will host over 40 campaign rallies and conventions and two weeks before the election all DDP party officials are required to rally in the streets. Tsai will also be rallying across Taiwan a week before the election.

Tsai's campaign will continue its “Taiwan 1st Route” and “three little pigs” fundraising campaigns. They hope to turn Tsai's popularity into actual voter turnouts on Election Day.

PFP Eyes More HQs

People First Party (PFP) head James Soong's presidential campaign will open many new headquarters all over Taiwan. The nationwide headquarters in Taipei has recently finished its construction and the campaign staff will be moving in to prepare for the final stage of the election. The party will be handling out campaign flyers and banners within two weeks after the second and final presidential debate scheduled this Saturday.
